Building from that too, obviously Norway would have to agree to take them in first, which from the article I’m not sure if they have.

Depending on your ideology, nobody can stop them. And more to the point, is that not what Scotland has been threatening to do for some time now?
What they cannot do, however, is just declare themselves part of Norway. As a Norwegian, though, I hope we’d take them.
