I wonder if it’s a translation error. A newspaper in English would use the present tense like that to describe something that already happened. I’m not sure why, since that’s not how English works in other contexts. However, Russian (and therefore presumably Ukrainian) is different - the present tense would denote an ongoing process.
Note that this is what the Ukrainians want to do; it hasn’t happened yet.
